Should we combine Spam and General Chat?

Ok so after some thought I have a few questions for everyone here. This is a community decision so please speak your minds. If you don't, the mods will have to just do whatever fits.
The first issue is that there's been a lot of threads that could fit both in spam and in GC. I was wanting to combine the spam section and GC. The only problem is that flash spam threads exist in the spam section and could be a big bother to anyone in GC. There's also those threads with really long titles. Of course, I can make a cap as to how many characters are allowed in a title.
I can also add a rule to the guidelines about flash spam threads. The rule could state that any thread made with flash spam must state [FLASH] in the title as a warning or it will be deleted/person given a warning or minor ban depending on severity. I don't think we'll have to go that far with punishment though. You'll probably just get the thread deleted and a little "hey don't do that" slap on the wrist lol.
The other issue is the forum's appearance. I think it's time we change it up. So we may make a new banner, we may not. But the biggest part of this issue is the color scheme. I've had people tell me it hurts their eyes. Is there any way this can be changed?

Spam should stay in the spam section. At least for now. Only when things get inactive should we probably change it.

I'm happy with spam where it is, but if we choose to move it, I'll be happy to spam wherever.

Ok seriously, I'm not sure. At this point I think General Chat and Spam are indifferent, but we still need to sort of place for flash threads. Maybe make a section for them?

I like that idea. Having an appropriate place to post flash animations discourages people from posting them in INappropriate places, like the Open Thread.
